JOB DUTIES: This position will lead the Fisheries Division’s Aquatic Habitat Program, working closely with division staff and serving as liaison with other Commission divisions and other state, local and federal agencies. This individual will be responsible for conducting Aquatic Habitat and Angler Access projects, starting from initial concept development to completion and post-project evaluation. Work duties include: 1) managing program budget, including individual project financials and long-term budgetary planning; 2) preparing plans/project designs or providing assistance in preparation of construction plans, preparing grant applications and permits by working closely with agency employees, private engineers and consultants; 3) ensuring projects are developed and/or built according to the relevant laws, professional engineering standards, employing agency policies, specifications, estimates and materials; 4) monitoring progress of projects and documenting construction progress; reviewing progress estimate payments to contractors; and evaluating and making recommendations for acceptance or non-acceptance of completed projects for the agency via construction observation and inspecting project sites through completion; 5) working collaboratively and closely with the motorboat access program on synergistic projects; 6) representing the agency at meetings such as project review meetings, public meetings and hearings, to explain projects, answer questions and address concerns; 7) fostering existing relationships and developing new partnerships for aquatic habitat enhancement and rehabilitation efforts; 8) researching and keeping up to date on current science and innovative techniques in aquatic habitat rehabilitation and enhancement, 9) other duties as assigned.
KNOWLEDGE, SKILLS & ABILITIES: Knowledge of: basic fish and wildlife conservation and management techniques; fisheries habitat conservation, management and rehabilitation, including lentic and lotic systems; environmental and water quality enhancement; watershed and riparian management and BMP’s; angler access (boat and shore) requirements and preferences; federal aid reporting procedures; developing partner agreements and MOU’s. Skills in: organization and multi-tasking; budgeting and long-term planning; problem solving and critical thinking; leading teams comprised of diverse stakeholder groups; effective communication, including written technical reports and grant proposals as well as leading and moderating meetings and giving scientific and public presentations; ArcGIS, AutoCAD and other pertinent computer software. Ability to: establish and maintain effective working relationships with the public, local officials, contractors, consultants, and agency employees; work independently and utilize the abilities of others to achieve objectives; perform responsibilities with high ethical and professional standards.
QUALIFICATIONS/REQUIREMENTS: Post high school coursework/training with major coursework in fish or wildlife management or a closely related field of biological science plus four years experience in fish or wildlife resource management; or master's degree plus two years experience; or Ph.D. plus one year of experience. At least two years of the experience must have been in a supervisory capacity.
